Tinubu Congratulates Otunola On United Mexico States Consul Appointment

President Bola Tinubu warmly felicitates Engineer Biodun Otunola, renowned civil engineer and managing director of Planet Projects Limited, on his appointment as Honorary Lagos Consul of the United Mexican States.

According to a State House press release signed by Bayo Onanuga, President Tinubu’s Special Adviser on information and Strategy, said that Otunola was conferred with the appointment at the 215th Mexican Independence Day in Abuja on Monday, September 15, 2025.

President Tinubu congratulates the prominent transport planner on the well-deserved recognition.

The President acknowledges Otunola’s contributions to the development of significant transport infrastructure projects nationwide, particularly in Lagos, Abuja, and Enugu, as well as his efforts to strengthen relations with Mexico.

President Tinubu encourages the Engineer to leverage the recognition to enhance relations between Nigeria and Mexico, particularly in trade and investment, allowing citizens to reap long-term benefits.

The President assures Otunola of his support in expanding his interest into other African countries and beyond.

Engineer Biodun Otunola

Engineer Biodun Otunola, popularly known as the man who built the Oshodi transport interchange, is the founding Managing Director of Planet Projects Limited (PPL), a leading and fast-growing Engineering, Procurement, Construction and Management (EPCM) firm, where he heads a team that provides a wide range of solutions to transport problems in Nigerian, across Road & Bridges, Bus, BRT, Rail, Water Transport and Traffic Engineering, over the entire value chain of Studies, Planning, Engineering Designs, Construction and Operations & Maintenance (O&M).

Biodun is an experienced engineer, transport planner and projects manager who has been involved in large scale infrastructure and public transport projects including the largest bus terminal in Africa – the Oshodi Transport Interchange Project (OTIP), Lekki Port Projects, Ogun Light Rail Projects, Lagos Strategic Transport Master Plan, Lagos Blue Line Light Rail Project, Lekki Junction Improvement Works, Lagos Bus Rapid Transit (BRT) Project, among others.

He holds a Master’s degree from Chalmers University of Technology, Goteborg, Sweden and a Bachelor’s degree in Civil Engineering from Obafemi Awolowo University, Ile-Ife, Nigeria, where he graduated as the best student in Civil Engineering in 1997.

Based on his experience and performance in resolving urban transport issues in cities, Biodun was invited and appointed as a Policy Affiliate member at the International Growth Centre (IGC) of the University of Oxford United Kingdom, under the cities that work project.

His role as a Policy Affiliates includes, providing direction and feedback on cities that work policy papers and briefs, co-authoring cities that work case studies, policy papers and briefs, give presentations at cities that work events and workshops, expanding and leveraging on the cities that network.

As a Policy Affiliate Member, Biodun has presented papers in urban transport issues in London, United Kingdom, Kampala, Uganda and Washington DC., United States of America.

In 2019, he led and co-authored the IGC published article, “The BRT and the danfo: A Case Study of Lagos ‘transport reforms from 1999- 2019. IGC Cities that work Case Study”

Biodun recently completed Advanced Management Program (AMP- 79) at the Wharton Business school, University of Pennsylvania United States of America.

His vision is to turn Planet Projects Limited into a Pan- African Transport and Infrastructure solution company.
